November is a reasonable time to visit Sintra.
All Months
April through June brings mild weather and blooming gardens without summer crowds. Rhododendrons and camellias flower in Monserrate's gardens, and you can actually enjoy Pena Palace's terraces in peace.
September and October offer the best compromise — warm days, fewer tourists, and autumn colors in the parks. Hotel prices drop 30% compared to summer peak.
July and August? Prepare for chaos. Temperatures hit 35°C, palaces overflow with tour groups, and restaurant waits stretch to an hour. If you must visit in summer, arrive at palace opening times (9:30 AM) or after 4 PM.
Winter (November-March) sees rain and shorter days, but you'll have places mostly to yourself. Some palace gardens look bare, but interiors stay impressive. Pack layers — hilltop temperatures drop 5-10 degrees below Lisbon.
