October is a reasonable time to visit North Cascades National Park.

July through September is your window. Before July, you're dealing with snow at elevation and potentially closed roads. The North Cascades Highway typically opens fully by late April, but high-elevation trails stay buried until mid-July. August offers the most stable weather, but it's also peak season. Expect crowds at popular trailheads and book accommodations months ahead. September brings fewer people and stunning fall colors, but weather becomes unpredictable. I've seen snowstorms in late September that shut down trails for the season. Winter transforms the park into a cross-country skiing paradise, but the highway closes from Ross Dam to Early Winters from roughly November through April. Spring is muddy season – trails turn into slip-and-slide courses, and creek crossings become dangerous. If you must visit in shoulder season, stick to lower-elevation hikes near Newhalem.
