April through June gives you perfect walking weather without the summer crowds crushing Orchard Street. The trees along East River Park actually bloom, and you can sit outside at the rooftop bars without freezing.
September through November is equally good — the summer tourists have fled, but it's still warm enough for evening strolls. December gets festive with holiday markets, though it's cold. January through March? Only come if you're getting a good hotel deal and don't mind bundling up between bars.
Weekends bring the shopping crowds and longer waits at restaurants. Tuesday through Thursday gives you the neighborhood at its most liveable — locals grabbing dinner, bars with actual seats available.
