Not the best time
February isn't ideal for Chūbu. Consider a different month.

Late spring through early summer (April to June) brings cherry blossoms to lower elevations and opens up hiking trails. May is perfect – warm days, cool nights, and the Japanese Alps still have snow caps for dramatic photos.
Autumn (September to November) transforms the region into a postcard. Maple leaves turn fire-red in the mountains, and harvest festivals fill the weekends. But everyone knows this, so expect crowds and higher prices.
Winter skiing runs from December to March. Hakuba Valley gets serious powder, and the onsen feel extra good after cold mountain days. Just know that some mountain villages become completely inaccessible.
Summer (July-August) gets hot and humid in the valleys, but the high-altitude areas stay comfortable. This is prime hiking season for the 3,000-meter peaks. Alpine huts open, and the Tateyama Kurobe route operates at full capacity.
Avoid Golden Week (late April/early May) and Obon (mid-August) unless you enjoy fighting crowds for photos.
