TOO Hotel sits at the top of Jean Nouvel's Tours Duo skyscrapers in Paris's 13th arrondissement — not the postcard center, but up in the clouds above it. The entire hotel was designed by Philippe Starck, and the 139 rooms were built around one idea: every single guest wakes up with an unobstructed panorama of the Eiffel Tower, the Seine, or the Paris skyline. The glass-cube restaurant floats 100 meters above the city. The outdoor jacuzzi is on the 17th floor. This is a 4-star hotel playing a very different game.
