Red Horse by David Burke — a Modern American steakhouse with an Asian accent — is a genuine local draw, not just a hotel restaurant. The Opus Westchester sits 30 miles north of Manhattan in downtown White Plains — but inside, the city might as well be right outside the window. Floor-to-ceiling glass, Italian Sferra linens, marble everything, and a rooftop restaurant on floors 42 and 43 give it an unmistakably urban feel.
